Pembrokeshire County Council has partnered with TechnologyOne to modernise its finance operations, selecting OneCouncil ERP to replace it’s outdated legacy system. The partnership will deliver a modern, fully integrated finance platform that improves efficiency, cuts costs, and strengthens services for the county’s 125,000 residents.
As one of the 22 unitary and county borough authorities in Wales, Pembrokeshire employs more than 6,000 full-time equivalent staff and plays a vital role in a region where the economy relies heavily on tourism. Like many councils, it faces ongoing challenges in recruitment and retention, making system efficiency and digital transformation critical.
By adopting OneCouncil ERP, Pembrokeshire will integrate finance, procurement, and key functions into a single platform. This digital-first approach will reduce manual workarounds, simplify system maintenance, and give staff direct access to the tools and information they need, boosting productivity across all service areas.
OneCouncil ERP will replace Pembrokeshire’s legacy finance system, consolidating the Council’s largest IT platform - that underpins every service area. This includes support for schools as well as devolved purchase-to-pay and Accounts Receivable functions, ensuring consistency, transparency and control across the organisation.

Across the UK, more than 60 local authorities now use TechnologyOne’s OneCouncil ERP, including the Royal Borough of Greenwich, Islington Council, Worcestershire County Council, and Highland Council.
