Powys County Council has successfully gone live with its new TechnologyOne SaaS-based finance system, delivered on time and on budget, in a major step forward for the Council’s digital transformation programme.

The implementation, completed in just 11 months, replaces a complex network of legacy and interfacing systems with a single, modern SaaS platform, streamlining financial operations for more than 600 users across the organisation.

By consolidating core functions including general ledger, budgeting and forecasting, accounts payable and receivable, and reporting, the Council is already seeing early benefits in process efficiency, data consistency, and reporting visibility, as teams begin to transition away from manual processes and legacy systems.

The new platform provides a single source of truth for financial data, enabling faster, more informed decision-making and giving senior leaders real-time visibility into performance.

Crucially, the system integrates seamlessly with key council services, including HR and payroll, housing, and revenue systems, reducing duplication and ensuring consistent, accurate data flows across the organisation.

Mari Thomas, Head of Finance at Powys Country Council, said “Delivering this go-live is a major milestone in our transformation journey. By moving to a single, integrated platform, we are strengthening financial management, improving the quality of our data, and enabling better, more informed decision-making across the Council.”

“I would like to thank colleagues across Finance, our Service departments and IT teams, whose collaboration and commitment have been key to success, alongside our partners at TechnologyOne. The new system is more intuitive and user-friendly, helping us work more efficiently and continue to deliver value for money for our communities,” said Ms Thomas.

Stuart MacDonald, Chief Operating Officer at TechnologyOne, said “Delivering projects on time and on budget is critical for local authorities, and Powys County Council has achieved exactly that. This go-live shows what’s possible with a clear vision, strong partnership, and the right technology in place.”

“By moving to a single, SaaS-based finance platform, Powys has reduced complexity, improved data visibility, and laid the foundations for long-term transformation. It’s about giving councils the tools to operate more efficiently today while preparing for the challenges of tomorrow,” said Mr MacDonald.

The go-live marks a key milestone in Powys County Council’s wider transformation strategy, creating a strong foundation for ongoing service innovation through a secure, scalable SaaS platform that reduces costs and complexity.

This latest success further strengthens TechnologyOne’s growing footprint in the UK public sector, supporting local government organisations to modernise critical systems and deliver better outcomes for their communities.
