The Royal Borough of Greenwich has partnered with global enterprise software provider TechnologyOne, selecting its pioneering no fee implementation model to fast-track efficiencies and release resources for frontline community services.

Greenwich becomes the second London borough to break free of the traditional model of implementing core enterprise software in favour of the low risk “one price” TechnologyOne alternative, called SaaS+.

The partnership is a key part of Greenwich’s wider digital strategy to modernise outdated IT systems, strengthen financial resilience, and create a council that is more responsive to residents’ needs. By implementing TechnologyOne’s OneCouncil Financials platform, Greenwich will establish a single source of truth, empowering leaders with real-time insights, automation, and forecasting tools to optimise budget management and better anticipate community needs.

Councillor Denise Hyland, Cabinet Member for Finance, Resources and Social Value, at the Royal Borough of Greenwich, said: “This partnership reflects our ambition to build a truly modern council, one that embraces innovation to better serve our residents and communities.

"By working with TechnologyOne, we’re not just upgrading our systems; we’re rethinking how local government can use technology to be smarter, more efficient and more responsive.

"Together, we’re creating a council that is future-ready, financially resilient, and firmly focused on delivering seamless services for the people of Greenwich.”

The council highlighted that the move will deliver greater automation, stronger reporting, and more consistent business processes, helping to cut costs and streamline operations by replacing legacy systems with a highly automated, AI-powered platform. This will create a more transparent view of council finances, supporting overall financial strategies and decision-making.

SaaS+ eliminates the middleman – consultancies that have historically caused high profile project cost and timeline overruns – by establishing a shared incentive to implement systems efficiently and deliver value sooner, without the high upfront costs typically associated with ERP implementations.

Stuart MacDonald, Chief Operating Officer at TechnologyOne, said, “We’re thrilled to be working with Royal Borough of Greenwich to support its digital transformation. Councils are facing immense pressure to meet rising service demands and respond to the higher cost of living, all while managing shrinking budgets. A modern platform like OneCouncil enables them to reduce costs, improve compliance and free up staff to focus on front-line services. SaaS+ removes the risk of over-budget projects and delays, delivering value faster for the council and its community.”

TechnologyOne partners with over 50 local authorities across the United Kingdom, including Worcestershire County Council, Highland Council, Newport City Council, and Antrim & Newtown Abbey as well as the provider’s first London Borough, Islington Council.
