Extending a sustained run of market momentum, TechnologyOne is rapidly emerging as a defining force in British public sector technology, as its SaaS+ platform reshapes how councils and universities deliver services, manage operations, and engage with residents and students.
Recent wins across major London boroughs and leading universities highlight a growing preference for a modern, standardised SaaS model that replaces complex, high-risk IT programs with certainty, speed, and measurable outcomes. What was once considered a disruptive alternative has now become the default choice for forward-looking institutions.
TechnologyOne now partners with 73 local government organisations and 109 higher education institutions across the UK, reflecting strong, sustained demand for a purpose-built platform.
This shift is accelerating as TechnologyOne invests in AI across its SaaS+ platform. Tools like Plus, its enterprise AI using agentic intelligence, and Guide, an AI service for residents and students, help organisations automate services, reduce admin, improve decisions, and deliver seamless experiences at scale.
Stuart MacDonald, Chief Operating Officer at TechnologyOne, said the UK market is undergoing structural change. “We are seeing a decisive move away from the old ERP model. Councils and universities no longer want bespoke, multi-year implementations that carry significant risk. They want certainty, speed, and outcomes, and that is exactly what SaaS+ delivers,” he said.
“This is no longer about early adoption. SaaS+ has crossed into the mainstream, and TechnologyOne is leading that shift.”
Higher Education: End-to-end transformation through a single platform
Across Higher Education, institutions are consolidating fragmented systems into a single ERP spanning the entire student lifecycle. TechnologyOne’s OneEducation solution uniquely brings together student management, curriculum, timetabling, finance, HR, and assets on a single data foundation, enabling simpler operations and AI-driven insights.
Recent customer momentum, including the partnership with the University of Suffolk to deliver a unified SaaS platform across the entire student lifecycle, further strengthens confidence in this model. This builds on a strong track record of successful SaaS+ implementations, including the London Institute of Performing Arts going live in under 12 months, setting a new benchmark for delivery speed.
At the same time, innovations such as Guide are creating new opportunities for universities to enhance engagement while reducing pressure on support services and contact centres.
Local Government: Whole-of-organisation transformation gains pace
In Local Government, momentum is building as councils pursue a unified, enterprise-wide approach to transformation. TechnologyOne’s OneCouncil solution enables finance, HR, payroll, assets, and operations to be managed in a single platform, purpose-built for government compliance and regulatory requirements.
New customers such as West Dunbartonshire Council and Inverclyde Council show SaaS+ is becoming the standard for UK local government ERP. Meanwhile, existing customers like Islington Council are expanding their investment by adopting TechnologyOne’s AI-powered Plus platform, highlighting growing demand for advanced AI capabilities.
Scaling for sustained growth in the UK
Rather than focusing solely on software, TechnologyOne’s SaaS+ approach combines enterprise ERP with a proven implementation model that removes the uncertainty traditionally associated with large-scale IT projects.
“Our customers are not just buying technology, they are buying a result,” MacDonald said. “They know what they will get, when they will get it, and what it will cost. That level of certainty is fundamentally changing expectations across the market.”
To support growth, TechnologyOne has expended its UK presence to 180 employees dedicated to local delivery and compliance. This investment enables rapid scaling while maintaining a consistent delivery experience, a key differentiator as more organisations transition to SaaS+.
As adoption accelerates, TechnologyOne is positioning itself not just as a vendor, but as a long-term transformation partner to the UK public sector.
“When Greenwich and Islington choose TechnologyOne over global incumbents they had relied on for years, they’re making a clear statement about modern public sector technology. And when the London Institute of Performing Arts goes live in under 12 months and shares that success, it raises expectations across the sector,” said MacDonald.
With growing scale, proven delivery, and increasing market acceptance, TechnologyOne is firmly establishing SaaS+ as the benchmark for ERP in the UK public sector.
